Flying Fifteen International 16th World Championship
Incorporating the Inaugural Flying Fifteen International World Youth Championship, the 4th Flying Fifteen International Classic/Silver Regatta and the Open Flying Fifteen Regatta
Preceded by the
Flying Fifteen International Pre-World Regatta 2007
To be held on the waters of Pollensa Bay,
1. RULES
A. Racing will be governed by the rules as defined by ISAF in The Racing Rules of Sailing (RRS 2005-2008).
B. The Flying Fifteen Championship Regulations shall apply.
C. The Prescriptions of the Spanish National Authority will not apply.
D. The official language of the regatta is English.
2. ELIGIBILITY
A. Entry for the Pre Worlds and the Open/Classic/Silver Regatta is open to all Flying Fifteen sailors.
B. Entry to the World Championship is restricted to sailors qualifying in accordance with Flying Fifteen Championship Regulation 7.1.
C. Entry for the FFI World Youth Championship is restricted to the helmsman being 24 years of age or less and the combined age of helmsman and crew being 48 years or less at the time of the first race.
D. The Classic Division is open to boats with sail numbers up to 2700 and, in addition, unmodified boats with sail numbers above 2700 derived from genuine classic moulds, but excluding boats that have had substantial hull shell modifications. A definitive listing of boats qualifying for Classic status is published on the Flying Fifteen International website at www.flying15.org
E. The Silver Division is open to boats with sail numbers from 2701 to 3200 and also including any boats with sail numbers below 2701 that do not meet the Classic Division criteria.
F. The Open Flying Fifteen Regatta is for any boats that do not qualify for any of the above restricted categories limited to the first fifty entries received.
G. Any dispute regarding the eligibility of a boat in the above sub-divisions will be resolved by the National Chief Measurer whose decision shall be final.
H. Owners and Helm must be current members of a Flying Fifteen National Association and all boats must have a valid measurement certificate.
I. All boats shall have third party indemnity insurance to a value of €1,000,000.
F. The Open Flying Fifteen Regatta is for any boats that do not qualify for any of the above restricted categories limited to the first fifty entries received.
G. Any dispute regarding the eligibility of a boat in the above sub-divisions will be resolved by the National Chief Measurer whose decision shall be final.

3. ENTRY AND FEE
A. Entries to the event shall be made on the prescribed entry form accompanying this Notice of Race. Entries and fees should be received before the 14th April 2007.
B. Late entries, accompanied by a late entry fee of €100 may be accepted at the Race Committee’s discretion until the 15th May 2007.
C. Please note that any boats wishing to take advantage of the discounts on the ferry from Barcelona to Mallorca must complete their entry by the 28th February 2007.
D. The Entry Fees are as follows:
World Championships €400
Classic/Silver Regatta, Youth Worlds
and Open regatta. €350
All entry fees include entry to the Pre-World regatta. Boats entering the Open regatta but qualifying for the Worlds at the Pre-World Regatta shall pay the €50 supplement on site. Any boat entering the Pre-World regatta with an intention of trying to qualify for the Worlds must state this on the Entry Form.
4. MEASUREMENT
A. Measurement will take place at the RCN Port de Pollença at the times indicated in the regatta programme. All boats, spars, sails and equipment are to be presented for measurement.
B. Additional measurements may take place at any time during the event.
C. Valid measurement certificates shall be presented at the Championship Race Office during registration before the pre race inspection can begin.
5. SCHEDULE
A. The Pre-World Regatta is also a qualifying event for the World Championship complying with the amended FFI Regulation 7.1.
B. The Pre World regatta runs from 3rd June - 7th June 2007.
C. The World Championship, the World Youth Championship, the International Classic/Silver Regatta and the Flying Fifteen Open Regatta run from 8th June - 16th June 2007.
D. The International Classic/Silver Regatta, the World Youth Championship and the Flying Fifteen Open Regatta will be sailed separate from the World Championship fleet.
E. FFI reserves the right to amend the Number and Schedule of Races for the World Championship in the event that the total number of qualifiers for that event exceeds 80 boats.

On the 7th June and 16th June no warning signal shall be given after 1630h, except as a result of a first General Recall. The Race times given above are for the Warning signal.
6. SAILING INSTRUCTIONS
A. The Sailing instructions will be available upon registration. They shall also be published on the Event Website.
7. COURSES
A. The courses will be a combination of windward/leeward and triangular legs or be a trapezoid course. The races will be held in the bay of Pollensa.
8. SCORING
A. The Low Point system of RRS Appendix A will apply for all races. When 5 or more races have been completed in a series a boat’s worst score will be excluded. If less than 5 races are completed, all scores will count.
B. In each of the World Youth Championship, the Classic/Silver Regatta and the Open Flying Fifteen Regatta, up to seven races may be sailed. Three races will constitute a series.
C. In the Pre-World regatta up to six races may be sailed with three races to constitute a series. The 8th June may be used as a reserve day if necessary.
D. In the World Championship the number of races shall be up to seven races or as otherwise amended by FFI under the provisions of 5E above. One race constitutes a series.
9. BERTHING
A. Boats may be dry sailed or wet sailed during the regatta. Each boat will require a suitable trailer. Boats shall be kept in their assigned places in the boat park or the harbour.
B. There will be three cranes and ramp for launching and retrieval as directed by the RCNPP.
C. Containers shipped to the port of Alcudia or the port of Palma de Mallorca must arrive prior to May 28th. Any container arriving after this date may be subject to substantial added handling costs from the port of arrival to the regatta site at Puerto Pollensa, where all containers will be stored until June 18th.
10. INTERNATIONAL JURY
A. For the regatta an international jury will be appointed in accordance with RRS Appendix N and their decisions will be final (RRS 70.4). Appendix P may be in application.
11. PRIZES
A. Prizes will be presented under Championship Regulation 15 headed Trophies. In addition two new prizes for the World Youth Championship will be presented provided there are sufficient entrants.
12. LIABILITY AND INSURANCE
A. The safety of vessel, its entry management including full insurance and third party liability insurance shall be the sole responsibility of the competitors racing the boat. In the event of races being held in windy or adverse conditions, the decision to go afloat and race or not, rest entirely with the boats helm and crew in all races.
B. All competitors must have proof of a valid third party insurance cover to a minimum value of €1,000.000 as stated on the Entry Form. If required it will be possible for competitors to take out third party insurance in Port de Pollença upon arrival. We have been given an estimate of 60 Euros.
C. The RCN Port de Pollença, the Race Committee, sponsors and all parties involved in conducting the regatta do not accept any liability for any accident, injury, damage or loss of personal material or otherwise, to boats, third parties and participants, before, during and after the regatta.

SOCIAL PROGRAMME
There will be a full and varied social programme during the two weeks of the championship, some for non sailors, some for both sailors and non sailors. Many of these social events will have to be booked – and paid for – when you enter for the regatta. We shall be deciding on the numbers for the social events on the basis of the entries received before 28th February 2007. If you enter after that date you may miss out on some of the social events. Information about the social events will soon be on the web site for the regatta.
A bar, and full lunch and evening dining facilities are available at the RCN Port de Pollença throughout the event.
